Legislative Agenda for Caregivers 2025

Convening NM care sector employers, partners and advocates to weigh in on our legislative priorities for the 2025 session.

New Mexico Caregivers Coalition is convening employers, partners and advocates to learn about 2025 legislative priorities for the direct care workforce. 

HB 94, the Personal Care Services Cost Study bill, was introduced in 2024 and will be our starting point for 2025. That bill would have:

  • Required the new state Health Care Authority to collect data annually from the PCS caregiver workforce on wages and benefits paid, full- and part-time workers, vacancy rates, etc. then to report these data to the legislature;
  • Required the new state Health Care Authority to contract out for a first-ever Cost Study that values PCS caregivers at 150% of minimum wage; and
  • By valuing PCS caregivers at 150% of minimum wage, the bill would have demonstrated that these workers should be paid at least that level.
